Limited Submissions Process



  1. When a limited submission (LS) program is identified, an LS announcement is created that includes a brief description, the funding requirements, and a campus internal deadline for pre-proposal submission. This announcement is then sent to the campus community via the Funding@ucdavis.edu ListServ, and it is also posted on this webpage.
  2. A Principal Investigator can submit pre-proposals up to 11:59pm on the day of the campus internal deadline. Pre-proposals include a concise project summary, a budget, and a CV.
  3. When there is more than one pre-proposal from a School or College, the Dean will review and rank the pre-proposals using Office of Research (OR) recommended guidelines. Pre-proposals will be reviewed utilizing the following criteria:

    • The PI’s CV / qualifications in the specific area of research
    • The quality of the project description
    • The relevance or “match” between the proposed project and the program requirements
    • The impact or “importance” of the proposed project
    • Any other factors relevant and appropriate to the funding program

      • Cultural competency
      • Public outreach efforts
      • Underrepresented groups/minorities
      • Quality of the evaluation design
      • The comments from previous submissions to the same program and the current proposal’s responsiveness to those comments. This is applicable only if the PI had previously submitted a proposal for this same program.
    • The likelihood of success

  4. The Associate Vice Chancellor for Research will review the rankings and comments from the Schools and Colleges and then select the most competitive pre-proposal(s).
  5. The Principal Investigator(s) of the selected pre-proposal(s) is notified and asked to prepare a full proposal.
  6. The Principal Investigator submits the full proposed to Sponsored Programs Office (SPO) for review and approval at least five days before the sponsor deadline. Some Schools and Colleges require the Dean's approval prior to submission to SPO. Then, either SPO will facilitate electronic submission of the full proposal, or the Principal Investigator will mail the full proposal to the sponsor.
